I am exactly a size 13 but these only go up to size 12. Are they are on the larger size? Will it be a "good" snug fit or a painful, blistery one?

I think you should be good because you don't want water shoes to be too loose and snug is better. I normally wear a 10.5 and it was way too big. The return was no hassle. I got their 9.5 and it fit perfect. Hopefully you will have the same result sizing down.

Does sand easily wash out?

Yes n no....cos sand never really washes out easily. But the whole shoe is vented with many holes, so its above average on getting the sand out
