Hi, There! Yes, it is one pair for $13.00, but I can tell you they are excellent quality and wash up very well. We bought them for our daughter and they are one of her favorites pairs of socks.

Will these fit a size 11 shoe?

I doubt it. I have size 8 1/2 and they fit well. The upper part of the sock is snug and might well be too tight unless the person has thin legs.
