Does this product come with a tamper evident seal?

The item was encased in plastic (similar to a modified shrink wrap) with a plastic piece you had to remove before you could engage the spray apparatus.

I ordered my product on feb 4th and have not received it. this is my second time reporting this. how do i get someone to respond.
