Q: How can I get the pods to dissolve? Even in warm water they don’t dissolve well, it tap water at room temp they don’t dissolve.

I've never had an issue. I toss them in the bottom of the drum and wash and they dissolve without issue

Q: Do these pods work in cold water?

It says to set the temperature according to the garmet label, so I'd hope it dissolves in cold water.
