What is the retinol concentration in this cream?

2.2 ppb would be like 0.000000000002% which is basically nothing. I looked on the Tonymoly website and they said 10,000 ppm which would be 1% So I would think the correct concentration is 1% retinol, but I’m getting two different answers

Does this have fragrance in it?

Actually no fragrance, but we thought it was cute packaging and a nice cream.
