For comparrison, my standard 20 volt 1.5 amp hour battery weighs 367 grams (0.8 pounds or 12.9 ounces). It will work with any B+D tool that uses a 20V Max Lithium battery as a power source. If your B+D cordless stick vac uses a 20V Max Lithium battery, then this battery should work with it. If your stick vac uses some other power source, such as a different voltage, then this battery will not work.

I am charging it using black and decker charger and green light is blinking… what does it mean?

I don't know what type of Black & Decker charger you are using. There are different kinds and different voltages. Does yours also have a red light or does it only have one green light. If there is only one green light, most likely it is just flashing to show it is charging. Some chargers also flash if the connection to the battery is not good. Try cleaning the metal contacts and start again. Try making sure the charger is pushed completely onto the battery. If the battery is very cold it could effect charging. Bring it to a warmer temperature and try again. Some chargers are not meant for lithium batteries and the charger will also flash then. I use a stand up Black & Decker quick charger and I have not had any problems. I hope this has helped.

I don't have any experience with Harbor Freight tools but I am not aware of any tool company that has interchangeable batteries. From my experience, batteries have been brand specific.
