Can I purchase a single, or 3?

Don’t know these came in sets of 2.

Can you have them not swivel

I don't believe so, these chairs are made to swivel.

So by choosing no size I can’t adjust the height?

No, you will want to not do that if you’re going to.

is the seat padded or hard plastic?

There is maybe 1/4 inch to 1/2 Bach padding.
