There's one in there, but it's probably better to use your own. I had a Lumia 735 that I dropped and broke, so I bought another one. By using my old sim card I dodn't have to go through any gyrations to get my phone working other than upgrading from Windows 9 to Windows 10.

Does the charger and mannual come with it

Yes. You'll need to take it to a Verizon store to get it activated.
