Can you replace the usb power cable if it goes out ?

I'm sure you can have it replaced or reinstalled. It turns on when the playstation is powered on. This cooling device was durable when I had it.

How can you tell if its turned on?

It has an on button but it seems to time out before the controllers are charged. I’m not very impressed other than it turns the PlayStation upright
