Nice polycab fan

Airflow is not matching to 1200 mm. Very low. Works only at top speed.
Don't know why but air flow is much lower, even my earlier 900mm fan was far better. Regulator also works on 3rd and 4th only, 1st 2nd is like dead walk. Checked with different regulator as well.
