Does this adapter pass through 5v dc from the usb port?

Yeah. Our product can are used for transfering plug and passing the voltage and current to devices. Hope our answer can help you.

I plugged a usb lightning cable into both of these adapters. the phone did not recognize it as connected to any device. am i doing something wrong?

The 'lightning cable" is of Apple company and does not and should not work with this product. Unless you have another adaptor to (adapt) or (convert) it to the Female USB 2.0 end or the Male Mini USB end. I hope this helps!
