Will this work on a pair of shoes?

to repair a pair of canvas maybe, not sure they would be long enough to go through leather or multiple layers. If going through canvas I recommend putting super glue on material and let it dry before you punch the hole, helps keep the threads together.

How wide is the gasket

Hi, the inside diameter is approx. 1/ 4 inch (6 mm), outside diameter is 3/ 8 inch (10 mm), barrel length is 1/ 8 inch (3 mm).

I have some 4mm corrugated plastic signs i need to put grommets on to hang. would these work for them? not sure if i should get 1/2" grommets instead.

I'd get the larger grommets. These are very small and light-gage metal. Not sure if they could hold through a 4mm thickness.

Could I use these to put eyelets or air holes on a cowboy hat ?

It depends on how thick the fabric is. They going thru a couple layers of fabric that’s not very thick. I don’t know if they would look good as they are bigger than normal air holes that I’ve seen on cowboy hats.
