Can you use in plastic totes ?

It doesnt get super hot, it mostly just warms underneath the plate. I can't see this melting plastic or setting anything on fire.

How to clean plate on top

As soon as possible, buy the Anti Roost Cone Cover. That will eliminate the chicks getting on top of the heating plate. The best way to clean the soiled heating plate is with slightly wet paper towels. You can use a small amount of bleach in a bowl of warm water. Gently work on removing the mess from the unit. Do not get the unit wet. Once you install the cone cover, the issue is resolved. And, the cover will extend the life of the unit. Good luck.

Can I purchase a Temperature controller and if so, what kind, etc?

No. Plus, you don't need a temperature controller. The chicks will determine temperature. You raise it as they get taller. The temperature is at the perfect level to keep chicks warm. If they get too warm they go out from under it.

Is there a minimum temperature that the air must be for this to work? We are putting the chicks in our garage in March when the low is still cold.

It needs to be warm enough for them to be able to get out from under the incubator and get to the feed and water without getting cold quickly. We estimate this is around 50 degrees. Another point is that we once accidentally left the door open to the chick room in our house and the temperature that night was 20 degrees. All 10 chicks were just fine in the morning even though the water 1 ft from their heater plate was frozen solid. The temperature can be down to 20 degrees around the brooder and the chicks will be fine but they probably won't be comfortable enough to get out from under the plate.
