Description mentions diseqc, but is it diseqc 1.2 compatible?

Yes it is DiSEqC 1.2 compatible. You can move the motor east or west and save the position on each satellite. It is also USALS compatible.

Does this receiver work with an 18" dish?

It does work only on galaxy 19k south west usa if you can get the signal with the right LNB will work but best way get the dish( DS 2076 wine gard) is a lot of free channel I love this receiver more than 260 channel free best luck

Is it certified by federal communications commission (fcc)?

All I know is this product works for me, very nicely. I ordered two.

Are most channels on ku band or c band as my dish will be fixed.

Not sure I have yet to buy a dish to use the system
