ME086LL/A in the (your) specs box makes it a 2013, not useable these days, not upgradeable now, and won’t run many of the newer apps.??

How often will this computer need upgrades

Apple upgrades its OS 10 about once per year until the machine is too old (in their opinion) to upgrade. Right now, macs older than 2012 can't be upgraded. This 2017 machines has about five years before that will happen. Usually upgrades of OS are easy and painless, but I have had a few that were not. Upgrades are free.

I want to upload videos from my IPhone 13 max pro to this computer ~ will it work and what type of speed will it have?

It work fine a have the same model iPhone and my storage is maxed out. It transfers fine. As a matter of fact, just airdrop it. It works fine.

can you install disc programs

This computer doesn’t have an optical drive. You can download many programs, off of the web. I’m sure you could connect a stand-alone drive, via one of the USB ports.
