I don't have an Instant Pot - can I use this in a regular pot on the stove?

I would say yes. It is not made of plastic but looks like stainless steel. If I needed to I would use this basket in a regular pot on top of the stove without hesitation. I love these 2 baskets & for make soup or steaming 2 different vegetables that you would like to keep separate when serving it is the greatest!

Can you cook rice in the steamer

No need to use the steamer basket for rice. I just spray a bit of Pam in the bottom of the pot. I cup of brown rice. 1.5 cups water. 23 minutes on high pressure. 10 minutes natural release. slam dunk. Perfect every time.

Despite the other nonsensical answers, absolutely. It is stainless steel with a silicone handle. It can easily be used very well in an air fryer. Make sure it fits, and take the usual precautions. The double tier design would make it extremely useful in fact. There's a real missed opportunity for accessories to allow useful double tier heating in all of these ovens that have so much wasted vertical space, and very little lateral. They could easily handle 3 tiers, but somehow never do.
