Can the anti-panic feature be disabled without altering the device?

Its built into the device design, no way to disable it.

Does it work with dynamic and static rope? Does it work better with one one of them?

According to Petzl, the GRIGRI+ is Compatible with 8.5 to 11 mm Dynamic single ropes and optimized for those 8.9 to 10.5 mm.

I'm a beginner climber interested in climbing for long-term. should i get the grigri or the grigri+?

The nice thing about the Plus is that it has a safety feature where it locks if the belayer freaks out, and lowers too quickly. My 58 pound, 12 year old daughter belays me on a Plus, because it reminds her to pay out rope slowly, otherwise, the lock kicks in, and she has to reset. Once you get used to it, you can disable the feature by turning a knob. At that point, the action is identical to a standard GriGri. I think it's nice to have a Plus in your toolkit, for "less than expert" climbing partners to use. It prevents them from lowering too quickly, which is peace of mind for the climber. If you can get it for $10 more, then it's worth that.
