No. These are MTG and Pokemon size. Yu-Gi-Oh sized sleeves only come in 60 count

What’s the difference from the matte and the regular ones

The sleeves backing. The regular ones have a slick/glossy looking back, while the matte have a coarse/matte backing. I personally like the matte way better, has a much better shuffle feel.
