No, the 10G SFP+ network card does not support 2.5G rate.

Does this card work with the cisco sfp+ ??

It has worked with every sfp+ cable we have thrown at it, probably a total of 5 various cables coded for different manufacturers. I will say though, we have not specifically tested with Cisco.
