Would this case fit a tablet with exact dimensions 10.3 inches long x 6.5 inches wide?

Yes. The clamps that hold it stretches. My only downfall with it was I was afraid it may scratch the screen.

Will this fit samsung galaxy tab A 10.1?

My wife uses it on a Galaxy Tab 10.1.....not sure about the "A" though.

What size paper notepad fits in here?

A4 size - this is a common European paper size. There are several vendors here in Amazon, but made SURE the description says "A4".
