Yes. I use it to clean upholstery. If I keep the trigger pulled and lift the polisher off the piece I’m cleaning the speed stays the same even though there is no load on it.

Is working at 110 volts?

Yes that is correct, all US spec RUPES tools are setup for standard US outlets.
