It is the entire unit! There was an issue with listing, but the title says what you'll get, which is the Top Hat Potty and the cozy :)

My 9 month old is in 18 month clothing. Would this be too small for her?

I think so. My son was too big for it by 9 months and he wasn’t in 18 month clothing. I got him a Bjorn potty and he still uses it at 20 months.
