Q: is it just hard plastic

It is a PLASTIC HAT - no ifs or perhaps - it is a molded plastic with a fake finish - there is a similar product - NOT PLASTIC - available, cost a tad more - but really, it is a PLASTIC MOLDED HAT!!!

Q: My husband is size 7 1/4 which one will be a good fit??? Help asap

Mine fits just a little looser than tight, and it is a L-XL, which is the equivalent of the 7 3/8ths to 7 5/8th size domain. It should fit ok on his head, Good luck.

I have worn mines during a outdoor summer concert and it got a bit warm! But It still turned heads and that's all that mattered!
