It does work two ways.
If you drill the holes in stump and put in holes, it might decay it in about 3-years, not 3 or 4 weeks like bottle says. I've been down this road before, it's 3 or more years. What I failed to notice on the bottle was it says fill holes then ignite, I guess this stuff is flammable and it could help in burning out the stump.

Here was my (good) experience.
I had 4 stumps 6 inch diameter and 4 stumps 12 to 18 inch diameter. I didn't have a 1 inch drill bit so I used a 3/4 inch. On the smaller stumps I drilled 1 hole in the middle. On the larger ones I drilled 4 or 5 holes about half-way between the edge and the center of the stump. Filled holes half full of the Stump-Out granules and filled them with water. Waited 6 weeks. Went back, doused each stump with diesel fuel, lit them with a butane charcoal lighter. They burned until the diesel was used up, then they just smoked. I doused them all again with diesel, lit it. Again, the fuel burned up then there was just lots of smoke. At that point I was disappointed and left them alone for the day. Next morning I checked. All 4 small stumps were completely gone! Just a pile of ashes. I guess the smoking is some kind of slow burn until they are gone. The larger stumps are damaged but still there, so I drilled a few more holes in them and have ordered another bottle of Stump-Out to give them a second treatment. I'm optimistic that the second round will finish them off! An easy, inexpensive way of getting rid of the stumps without leaving a hole dug in yard.

Not sure
Did not work so well I drilled hose in my stump and poured this in there but then it rained so I don’t know if that was the problem or if it just didn’t work very well my stump is still there

I'd use this product again.
This took a little bit two seasons, but it did destroy the stump. Good product.

It Works!
I cut down a couple of huge ficus trees stumps flush with the ground, drilled a mess of interconnected holes, filled with this stuff, added water & forgot about them. Sometime later I was out at night with my black light & propane torch hunting scorpions. Spotted one on one of the stumps & incinerated the little critter. I didn't notice it, but I also lit the stump on fire, but sometime later Mom smelled the smoke. I waited a while & put the fire out with water. The next day I checked the stump & it was gone. ...and the major roots were charcoal! I waited a week & lit the other stump with the propane torch with similar results. Didn't use any kerosene, just the torch. Highly Recommended!

Set the stump on fire
Don’t buy this stufff….read ahead for further hilarious details This has to be a joke…the instructions say to drill holes in the stump and apply product into the holes, filling the holes with water afterwards Then, later….FILL THE HOLES WITH KEROSINE OR FUEL OIL AND SET IT ON FIRE Setting the stump on fire will kill the stump all on its own, without the use of this product It would have been better to warn consumers “this is a redundant product, that will become pointless, a waste of time and money, because step 2 in product usage will direct you to take measures that make this product unnecessary and solve your pesky stump problem” The instructions could also say, “buy this product, immediately throw it in the trash, and pay someone to dig out the stump, or just set the stump on fire” Don’t buy this
