I don't have a microwave, can they be warmed in the oven

You don't need the silicon plate warmers to warm your plates in the oven. Just put the plates in the oven on a low heat.

Will they still work under the plate while meal is cooking on top?

If you cook a meal on a plate in the microwave it will make the rubber mat too hot. Can’t see the advantage of doing this. It’s supposed to be used to heat the plates before putting food on them. Or to be used under a plate to keep the plate/food hot.

the instructions with mine said not to put them in the microwave for longer than 1 min but they just don't get hot. Do people put them in for longer?

i bought the silicone plate warmers, they do get warm on one minute but not red hot, i put mine on for about five minutes they are really hot on a high setting,

Yes you can but they do not retain heat for very long, but combined with a plate of hot food they should help to keep the food warm if the plates have been pre-heated. The plate warmers are excellent when used in the microwave.
