I'm not sure. I wish I knew but I've had them for a while. I can say that I was so pleased with the value per dollar while considering MY needs. I'm pleased.

Has these measuring cups started to rust?

No rust. Just made cheap. Handles on cups bend.

Are these heavy duty? The ones I have bend when scooping brown sugar and trying to pack it against container. Thank you

No they are light weight but I don't see them losing shape from packing brown sugar.

Are the measuring spoons flat bottomed?

No the spoons are round on the bottom.
