Is this the same as downy rinse refresh?

In theory yes, but I tried it and I believe Downy leaves a better scent for a longer time, IMO.

It Depends on the size of the load! You don't need a lot it's very considerated! A tea spoon or 2 I would do maybe on more if odor is bad!
