Q: Would these fit a 20 month old?

No. These would require adjustments to fit a toddler. These bat wings fit my six year old well, and are very loose on my 30 month old. The arm straps are stretchy, and when I want them to fit my 30 month old, I first tie a knot in each arm strap to make them seem smaller. I've thought about fastening them with a carabiner or a ribbon at the center of his chest.
