Q: What does the clip on the bottom attach to?

They are attached to the nylon on the bottom of the gaiters.

Q: How thick is the material? Is it snake bite proof?

It's about 500D ripstop nylon. I would not trust it to stop a snake bite. Possibly if you were wearing jeans or other heavy pants underneath the gaiters. But I wouldn't trust "possibly". If you need true snake bite proof gaiters, I would recommend looking at other options.

Q: Does this come with the bag?

Yes, the small stuff sack was included with my order.

Q: Would these work for keeping water out of rain boots at Niagara Falls? Not hiking, just a lot of water.

They're best for momentary protection from running water. They'd help with the "rain" from the falls, but they could not keep out sustained exposure to rushing water.
