It is a measurement indicating four inches and 3/10. Right under 4 .5 or 4 1/2 three lines if there’s 10 lines in the inch

The hinges wont bend. Trying to loosen but they wont budge. How are they supposed to work like a door hinge?

They are spring loaded so there is resistance. You have to have pretty strong hands to twist them but it's doable
