no, it is a direct opening, you would need a safety grill of some sort. this is designed to blow the water back into the pool.

does any of the included washers go on outside?

You will have a seal on both the outside and inside of the liner.

What size wall hole size does this fit?

Just received my order. The threads that have the gaskets & need to fit through the hole in the pool is 2 inches+ at the outside of the threads. Says 1/12. That measurement is the hose adapter which turns in the 2inch+ piece that passes through the pool.

Can an Intex plunger valve be connected to this directly?

i really dont know what you mean. if it is 1,5" or 1,25" hose, yes.
