Is this jig for flush doors?

No its for kitchen cupboard type doors.

This works for overlay hinges but cabinet side screw holes don't match the hole placement for inset hinges. is there another plate for inset hinges??

I don’t know it’s fairly easy to use just put it against a hinge or hinge plate that is already done and copy the position
