The product description has chipmunk as a target species but also says it doesn't work for small animals. Will this work for chipmunks?

No this trap will no work on chipmunks. They are not heavy enough to trip the cage. They will run in and out.

would this be strong and big enough for a woodchuck?

The trap is certainly strong enough but woodchuck can get up to 32"s plus a 8-10" tail. So it may be too small.
