Is this ESD (Electrostatic discharge) safe on internal computer components? I plan to use this to clean expensive graphic cards so ESD is important.

Ok, I have been using this on a Mac Pro for 2/3ds of its life and I would bet that my graphics card was just as expensive (at the time) as the one in the OP's computer. If you have to get close enough for ESD to be an issue then you might find the white being blown off the rice LOL! This has been an EXTRAORDINARY piece of equipment for me and one that I can recommend without reservation. I do pull the hard drives and optical drives out but it isn't like that requires any effort in a Mac Pro and that gives me access behind the motherboard (the only debatable choice in an exceptionally designed product (haters notwithstanding) and someone found a way to make it better because the 2019 Mac Pro opens on both sides) and the power supply. For that, I use the flexible extension and have done so twice a year for a long time indeed and without a problem.

Is it rechargeable or does it have to stay plugged in? Also how loud is it?

It has to stay plugged in but it has a pretty long cord! Pretty loud!! I don't mind either one though. I'm thinking you could use this with an extension cord. You have to hold this by the handle as you use it. The "can" part gets very hot!

Anyone know where to get a replacement filter ?

Just cut the right size circle from a piece of window ac filter foam at a hardware store. That's what I would do.
