If one were to do this, measure the widest circumference around the head. That would be around the brow, ears and occipital bone of the skull, then add 1-2 inches. That would be the size to order. Myself for example would be 23 inches, and it fits. Hmmm, not too bad in the mirror, but this is for dogs, right?
