The beads don't really expand in size. They just stick together. So volume is pretty similar to the pack.

Can I re-heat it to re-use it?

Yes, either by hot water again or, as I have just discovered, n the Mircowave for a minute.If you heat the granules in hot water in a glass vase, the plastic doesn't stick, without the water in a microwave it can stick a little to the glass.

can this stuff be used to make custom ear plugs?

as mentioned before, it needs to be hot to be very pliable, it would be difficult to get a good seal and I would only try fitting in the external auditory meatus ( as with moldex type protection), any insertion into the canal would not be advisable due to the hardness of the set material, also it would be difficult to judge the level of attenuation achieved? honestly for the amount of uncertainty I would go with peltor or howard leight/EAR, facinating potential use of the product though.
