Q: does this system allow internal air to escape when the vehicle is stationary.ie not rotating?

Some internal air may escape but ideally it needs to be rotating.

Q: What is the cut out size?

130mm, it's shown in the image with all the dimensions.

Q: Can this fit onto a ford ranger truckman top?

Its easy to fit to most vehicles. The only thing forgot was about the ribbed roof in my Ford Transit van. Luckily it had 5mm space either side and about 2mm space between the ribs and the base of the spinning top. Just something to have a look at before you buy. Other than that they are a doddle to fit.
