I have two solar panels in parallel with an output of 20.3 volts and 12 amps in good sunlight. I want to output 28 volts and 8 amps. Will this work?

Yes, this will do the trick. The unit allows for a range of input voltages and amp. It will then allow you to increase the output voltage from the circuit as well as adjusting amperage. I put a in line fuse on the incoming power to protect the circuit. Fuses are cheap to replace.

Yes, it will convert 18V to 60V. The maximum input current is 15A, so you'll get 270W, or no more than 4.5A safely on the output side.

The parameter settings does't show up. hold set to save. output same as the inpu voltage t and can't sent 25vdc into a inverter designed for 12v

I believe this device only allows increase voltages not decrease. So you can't go from 25v to 12v.

Why isn't cooling fan turning on?

I have several of these. This one might be temp regulated. Try getting it hot.
