They appear to be, but treads would not handle ice well. I wouldn’t wear them in snow or ice or extreme cold.

Can I Exchange sizes? I bought daughter a 10 on sale and she needs a 9.5 but they are now 10$ more

Return the ones that are too big. Then search for another seller with a lower price. A bit tedious, but you may be able to save the $10.
