What is the difference between this model #27100 and the #27650 ?

My understanding is that the 27100 is a ZA5 actuator that comes with the 2 port valve body. The 27650 is the ZA5 actuator only. Rather oddly, whilst I only needed the actuator, it was cheaper to buy the 27100 and throw away the valve!

Does the drayton ma1 valve head interchange with british gas valve bgmsvp-23 valve?

From the information I can find on the internet the British Gas BGMVSP-23 valve is made by Drayton and is equivalent to their MA1 so an MA1 actuator head should work with the BGMVSP-23 valve body but I do not have personal experience of this 3-port valve, only the 2-port version. Depending on the issue and the age of the valve body on your heating system it may be worth thinking of changing the complete valve and actuator. Often it is much cheaper to buy the complete valve and actuator than just the actuator which is often 3 times the price of buying the complete unit.

Is this valve normally closed or open

The valve is normally closed. The motor opens it and the return spring closes it.

Can you confirm if this is a Drayton ZA5 actuator? I can't tell from the photo as it isn't very sharp.

This is the "complete" Drayton ZA5 motorised valve - the 2 port valve complete with actuator. I purchased as it was cheeper to buy this than the individual "actuator". A case of manufacturer claiming that actuator is available separately and then selling it as a spare for an excessive price. Easy to fit plus I now have a spare valve as well!
