Is this made in Japan?

Yes all Genuine Panasonic foils/cutters made in Japan.

The razor head is very sharp when new but it becomes blunt very quickly and only lasts 1 month. Why is this happening? It should last much much longer

I don't know in this case, but my experience of multiple purchases of these replacement foil and blade packs is that, yes it's sharpest when new, but I get good close shaves for about 18 months before having to repurchase. I've found this to be true of other makes of shavers also.

Is it easy to set it up?

Yes - both old parts can be removed by unclipping with your fingers (no tools required) and the new ones just press fit on and into the housing. Less than a minute tops.
