Is the extension lead smart?

If by 'smart' you mean remote controllable / IP addressable, then NO.

Is it safe to leave usb cables permanently plugged into the outputs or do same cautions for their plugs apply?

Sorry, but the extension I bought was somewhat different to this, i.e. no USB ports, so can't answer question. I leave my plugs in however and just switch power off when not in use. That's been fine over last 3-4 months.

Does the main lead detach from the socket unit?

No not recommended, both cable to unit and cable to plug are hermetically sealed and made to be tamper-proof.
