Would this attract cats like large litter tray

Putting down bark chips makes no difference. If the local cats have no litter trays, they will look for somewhere secluded and soft on their buns to do poos, just like humans. Bark chip when fresh has a strong scent, so it masks the smell of faeces but that's all.
