Yes it does. However, it is cheaply made and the seams split after a short while which is frustrating. But yes it does stop from going through to the hand

yes there is a plastic liner, and nothing gets through to stain your hands.

Is it machine washable?

No! It’s awful the seems scratch as you apply tan and it split in half after first gentle wash.
