You are right. In fact Global chefs knives have a 15 degree bevel and will be ruined on this sharpener in spite of their claim to work with Global. Be warned.

The classic and pro both use the same sharpening blades. The difference is that the classic has a plastic body and the pro has a metal body. The pro feels much more robust, and has a nice weight to it. The classic doesn't feel like it will break, but it is so light it doesnt feel as nice. Both sharpen knives to the same standard. Get the pro if you want it to last years though!

how come some people say it is not electric and one says it is....what is it???!!!

This device is non electric. It is purely mechanical and doesn't have or needs batteries, electricity, transformers or motors of any kind. It is cleverly designed to be efficient, stored away safely in very little space and is mounted safely on kitchen worktops when you want to use it. The suction at the bottom of the gadget holds the sharpener firmly so that you can get on with the knife sharpening in safety. The design is compact and works very well.I trust this helps.

Can I use this to sharpen garden shears?

No, shears have a flat edge on one side of the blades, this gives the guillotine effect which chops of stems, fingers etc. The sharpener grinds both sides to an angle, which will be useless for shearing.
