It has an open top for the pattern.

Yes, I have made this with quilted as well as other thicker materials.

Q: what size is the smallest bag?

I believe it is about a 12" bag

Q: How many pockets are on the inside?

There is one pocket that is split with stitching. So it makes a smaller pocket for glasses etc and a larger pocket for any thing else. You could easily cut 2 pocket pieces and pit one on each side.
