What is the total length when retracted?

Mine hangs from the ceiling power receptacle, and is stretched out, that is, it will no longer retract to its original length. Be aware that if you leave this cord stretched, it will become permanently stretched after a few months

It is comfortable at about 10' extended and 5' retracted. I use it for an overhead hoist that can roll across the shop on an I-Beam (with an outlet in the middle).

Retracted, a little over 2 feet. I wouldn't splice it.

can this be used for smaill appliances?

Not knowing what you define as small appliances, I can not answer your question. My wife uses it for curling iron and hair blower that I installed so it can be stored in a drawer. 16 gauge wire is not designed for heavy amp appliances
