These came off the floor very easily , and off rugs even more easily. Sorry, I don’t know the answer for your problem

Do these work on concrete?

Easy to install, looked very well initially but after exposure to moisture they started lifting. Nice bright colours.

Does a target grow in the dark or easy to see in the dark?

I don't think it glows in the dark, never noticed it at night.
