Does this product make your skin oily

It is not oily. In fact it is more on the drying side. I put it on my face and scalp where I have sun damage and actinic keratosis. The sun spots on my forehead have started to fade a bit.

The bottle I received contained a thick fluid and was only 1/2 full. Please let me know if this is what it should be like.
