Yes, it does. It reads all smart cards that have contact chip on them. But it can't read contactless (NFC) cards.

Does it work with a Chromebook or Mac?

Not sure about Chrombook, but Mac OS is supported.

Does it any need a software installation for military common access cards? i have the macbook air

You will need a middleware package. Militarycac dot com has instructions.
